I don't know...Bush signed the capability back in in 2006. Anything's possible. Let's hope he does the right thing.

The reason I think that it could happen is this is the second time I've heard that it was possible. We have got to pull our country back together, where has our pride gone? Where has our unity as a country gone? This is America, home of the brave, a country founded on God, why would anyone sit still and allow our country to be beat down? I'm not sure what to do, or how to do it, but I'm willing to listen to whomever can come up with an idea. My husband GAVE 22 years of his life protcting his country, I say GAVE because he did what he thought was right, it was not taken from him, he GAVE so his country could still enjoy her freedom. Now the government is talking about taking our freedom from us, the very thing our men and women are fighting for as we speak. I DON'T THINK SO!

Obama himself stated more than once that he wants a Civilian National Security force. Some of our liberties have already been trampled as seen in the video, some have already been taken away. Martial law? You bet it's a possibility. Having Christian clergy help, yes that is what you can expect. Interesting that no imams are mentioned... what about those mosques???

I don't believe you will see Marshall Law unless something really major occurs. If the car industry goes under and we have hundreds of thousands of unemployed, this could trigger an uprising AND then - who knows? I would expect to see evidence of a Civilian Police Force first - trying to put a stop to organizations like ours to stop any encouragement to others to not go along with the program!

In a nutshell--martial law forced against any citizens is an act of 'treason'. Yes, if George Bush calls out against an uprising to save our country--we can arrest him and anyone involved in a martial law against our efforts. Even with his law passed by Congress that he doesn't need their approval--what a crock!!!
In reality, our constitution not only gave the right for each to hold a militia army, it directed and demanded each state hold a militia army. Why?? To protect each state's interest!!!!!!!!!!!

Militia against the people is treason, regardless of who orders it:
So, rogue public officials’ deployment of regular armed forces, or para-militarized police forces, or armed civilian contractors, under color of “martial law” or any other phoney “emergency” decree, against We the People for any unconstitutional purpose constitutes “Treason”—and all who participate in that deployment, “however remote from the scene of action,” are guilty of that crime. The punishment is set by Title 18, United States Code, Section 2381: “Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined * ** not less than $10,000; and shall be incapable of holding any office under the United States.” Self-evidently, nothing in the Constitution or this statute excludes the conclusion that individuals may be capable of committing treason, and being punished for it, while holding public office and acting under color of such office as well as otherwise.
The Second Amendment declares that “[a] well regulated Militia” is “necessary to the security of a free State.” The Constitution authorizes the Militia “to execute the Laws of the Union, [and] suppress Insurrections” when “call[ed] forth” for those purposes—and Congress has a duty “[t]o provide for calling forth the Militia” to those ends. [Article I, Section 8, Clause 15] Congress also has a duty “[t]o provide for organizing, arming, and disciplining, the Militia.” [Article I, Section 8, Clause 16] Plainly, these duties are absolute, because: (i) the Militia are “necessary to the security of a free State,” not optional; (ii) unless the Militia are sufficiently organized, armed, and disciplined, they will not be “well regulated”, and thus will not be capable of contributing to that “security”; and (iii) unless some means for “calling [them] forth” in a timely manner are “provide[d] for,” even “well regulated” Militia will be impeded in the performance of their vital constitutional functions.
If rogue Congressmen will not carry into effect these constitutional mandates, then the States’ legislators must do so, because the Militia are “the Militia of the several States” and “the Appointment of the [Militia’s] Officers,” other than the President of the United States himself, is “reserv[ed] to the States.”
The “right * * * to throw off such [evil] Government”—which in the final analysis the People must exercise themselves through their Militia—must be an unalienable right, because it is the only right that can secure all of the People’s other unalienable rights against “absolute Despotism.” And the “duty * * * to throw off such [evil] Government” must be unalienable, too, because the People cannot waive their “right * * * to throw off such Government” and passively consent to a purported “government” that claims to exercise unjust powers

GLENN: You know, I was going to talk a little bit about India and Pakistan but I want to change because there's a breaking headline now on Drudge. While the rest of the world is going to pay attention today to Barack Obama and Senator Hillary Clinton and they are going to make this the big story, the big story today, at least for those people that are following the world, should be Pentagon to deploy 20,000 troops inside the U.S. for domestic security.

I told you this story two months ago? Was it two months ago, Joe, when I first found this story. And I said on the air this cannot be true. It can't be true. The only source I could find on that day was in Stars and Stripes and I knew that Stars and Stripes wasn't going to print something about the troops that wasn't true, and I brought that story to you. Now, these guys are being deployed for security for chemical, biological, terrorist activity, natural disaster. But this is what the National Guard is for. The reason why our founding fathers said there would be no standing army is because the federal government has no place in your town. The power to order troops, the power to be able to have people with weapons in your neighborhood must not ever be in the hands of the President or the congress. It must be in the hand of the individual governors. Our founders knew this. 20,000 -- this is a battalion. This is something entirely new.

Now let me ask you this question: Why? They are going to give you all kinds of stories. If anybody really rises up and says anything, if anybody in the media is anything but mindless sheep, they will see exactly what this is but they'll -- I'm sure. I mean, they will go after, you know, they will go after the most ridiculous stories on the planet but when it really comes down to it, they seem to not understand. They seem just to buy the government's excuses on so many things.

When I'm at these book signings, we had a bunch of Constitutions. I bought a bunch of Constitutions from the Constitution Center in Philadelphia and I'm handing them out to anybody who is in the Service and I've signed each one of them and they are little pocket Constitutions and they come up to me. And if they mention the service or I ask people before the book signings, if you are in the Service, introduce yourself. I give them a Constitution and I shake their hand and I look them right straight in the eye and I say, we are counting on you to know this. This is for domestic security. Well, what exactly is domestic security and how many steps does it take before you say domestic security is for martial law? What has to happen? Does anybody see the powder keg that we're sitting on? We are sitting on a powder keg. All that somebody has to do is do something stupid and the place goes up like a match. And I'm telling you our government knows. No one is telling you the truth, but I'm telling you I know what I know, and I know that I know and these people -- I'm not the smartest guy in the bunch. I'm not the sharpest knife in the drawer. I'm not some war gamer. I'm not some, you know, somebody who is -- they would never hire me to put puzzles together, for the love of Pete, at a puzzle store and somehow or another I can see all of these pieces come together and no one else can? Bullcrap. They see it and this is why 20,000 troops are being deployed here in the United States of America. Gang, I warn you fascism is coming and it has nothing to do -- listen to me carefully. You've got to move on and wake up others. And I know there are a lot of people that are listening right now and saying to me, "Oh, Glenn, you are such a fearmonger. Oh, Glenn, oh, please, the sky is falling, the sky is falling." Let me tell you something. I wish you could stand in line and meet the people that I have met in the last three weeks as I go from city to city and shake their hand in these bookstores and time and time and time and time again people come up to me: "I saved my savings, I saved $10,000, I saved $20,000." One guy told me last night, "I saved $350,000 because of you. I would have lost $350,000, but you know what? I was listening to you and something in my gut said, you know what, you better take that seriously. I did, and I got my money out. While everyone else was saying, oh, no, stay in, oh, no, invest more." You pray on it. Don't take my word for it. You've got to do your own homework, but you must understand the people in the media, they don't get it. The people in the media, they are not looking at the bigger picture.

You know what, for so many people in the media, their agenda is either liberalism or on the other side I believe their agenda is the parties, the Republican party or the Democratic party. And for those that don't have an agenda, it's just a job, man. It's just a job. I'll tell you why

It's just a job. I'll tell you why I'm in it. Because believe me, I don't want to be in it. I've told you before I'm ready, man. I'm ready to go live in the side of a mountain, you know, and have a farm and raise some cows and, ooof, all the stuff I swore I never wanted to do, I want to do it. I just want to raise my kids and just have a nice life and just lead a normal life. That's what I want to do. I ain't doing it because I know what time we live in. And if you know what time you live in, you've got to do the hard things. And just because of the times we're living in, let me be very clear on what those things are. If you hear any message other than "Be a peacemaker," if you hear any message that leads you in any direction of hatred, you're on the wrong path. It's a new day, gang, and you're about to enter a new world. Yesterday's thoughts I don't believe apply. What you thought your life was going to be like in five years, I really don't believe it applies anymore. That doesn't mean you stop. I'm still planning on all kinds of things for the next few years. I'm not saying it's Barack Obama. Hell, it could be Sarah Palin in four years that does it. But I'm telling you we're on the eve of fascism. And if you give these people power now or in the next two weeks, the next four years, the next eight years, I'm telling you, you get the wrong person in there and you get a crisis situation and that person can grab power. And it is what many people have wanted to happen since Mussolini was in office. A benevolent dictator. Because capitalism, this republic doesn't really work. Read the words of some former Presidents including Wilson and FDR that everybody loves so much. Prepare. Prepare your heart and prepare your mind and prepare your children. Know what you know, know who you are and know that it is essential that you're a peacemaker today.

A new bill introduced in Congress authorizes the Department of Homeland Security to set up a network of FEMA camp facilities to be used to house U.S. citizens in the event of a national emergency.

The National Emergency Centers Act or HR 645 mandates the establishment of “national emergency centers” to be located on military installations for the purpose of to providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.

The legislation also states that the camps will be used to “provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations”.

Ominously, the bill also states that the camps can be used to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse.

Many credible forecasters have predicted riots and rebellions in America that will dwarf those already witnessed in countries like Iceland and Greece.

With active duty military personnel already being stationed inside the U.S. under Northcom, partly for purposes of “crowd control,” fears that Americans could be incarcerated in detainment camps are all too real.


The bill mandates that six separate facilities be established in different Federal Emergency Management Agency Regions (FEMA) throughout the country.

The camps will double up as “command and control” centers that will also house a “24/7 operations watch center” as well as training facilities for Federal, State, and local first responders.

The bill also contains language that will authorize camps to be established within closed or already operating military bases around the country.

As we have previously highlighted, in early 2006 Halliburton subsidiary Kellogg, Brown and Root was awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.

The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps would also be used “as the development of a plan to react to a national emergency.”

As far back as 2002, FEMA sought bids from major real estate and engineering firms to construct giant internment facilities in the case of a chemical, biological or nuclear attack or a natural disaster.

A much discussed and circulated report, the Pentagon’s Civilian Inmate Labor Program, was more recently updated and the revision details a “template for developing agreements” between the Army and corrections facilities for the use of civilian inmate labor on Army installations.”

A BILL

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure–

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be–

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements o

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect–

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term `closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term `emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term `major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term `military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).
