I've seen that somewhere before, and it was discredited completely if I remember correctly. I remember that the IRS had a branch office in London in the American Embassy to provide help for Americans living abroad and to help prevent double taxation on those Americans.

You forgot to mention that the IRS was closing it's walk in offices in the american Embassy's in France and Germany that have the same agreements as the one in England had. So the offices were there for the use of people who had dual citizenship and possibly owed dual taxes because of that too.
