If Ewart is quoting Mommsen, this is historically preposterous as he doesn't know what he's talking about.
Sulla (138 B.C. to 78 B.C.) was a Roman General appointed Consul twice by vote of the Roman Senate and he was the predecessor of Julius Caesar. In 676 he had been dead for 754 years and the Roman Empire no longer existed!!!!!

I believe that Momsen used the A.U.C.. dating in his quote instead of the B.C. dating system. Don't know for sure, but it looks to match up with. The B.C. dates would run 81 to 80 and the corresponding A.U.C. dates would run 673 to 674 for the time period Sulla was a dictator and framed his constitution.therefore the death date A.U.C. 676 would translate into the B.C. date circa 78.

I may be wrong in this, but this seems like the most logical reason for the confusion on the dating of Mommsen's quote.
Evolving into an oligarchy is the nature of the beast..That is the same as saying it always happens...That is the biggest argument for TERM LIMITS. Getting those involved in governing to except this goes against their inner beast.It is natural for humans to find a niche to spend their lives involved in.I am not saying this as an answer,but to help understand what is in the way of achievement.

I agree that Term Limits is one of many things that needs to be done. however do you really think those in power will voluntarily create an amendment to provide for that? I DON'T! The only way is to have an Article V convention petitioned for by the required number of States in either a convention form or get 38 States to create an amendment that is worded exactly the same and present it to Congress for Official Ratification. Either way would short circuit Congress's attempts to subvert it into something that would only benefit them.
That is why I explained it the way I did..To point out what is in the way. I know they will not bring this change in themselves.But you do need a few in place that will help drive it. That is why Rand Paul is a threat to career politicians. PS...Trump is more likly to do things to change Washington than Cruz. Cruz is the career politician.

That is another major reason we must do two or three things as quickly as possible.
1. We must not only focus on the Presidential Election alone. We must have an increased focus on the Congressional elections because it's Congress that makes the laws and has been so lax in their duties of keeping the President restrained with his executive orders and bureaucratic regulations that are strangling this country's free enterprises.
2. We must have an increased focus on the State Legislature and Local Political elections because it will be the States primarily and the Local politicians who help us control the State Legislatures to do our bidding instead of them just maintaining the Status Quo.
3. We need an Article V Amendment proposal Convention petitioned for by the States to repeal the 14th,16th & 17th Amendments to flip the Constitution back to it's original intent of keeping the Federal Government in check to the People and the States.
The 14th with it's insidious three words "NO STATE SHALL" flipped the power from the people and States being in charge, into the Federal Government being Supreme and lording it over the People and States.
The 16th is the one that funds the excesses of the Federal Government and goes against the original purpose in the Constitution that all taxation be apportioned.
The 17th broke the States control over their Constitutionally designated Representatives "the Senators" and allowed those Senators to become responsible only to their respective parties instead of representing the States. Remember this; The House of Representatives is the entity that is Constitutionally designated to represent the people, The Senate is was the entity Constitutionally designated in the Connecticut compromise to strictly and solely give EQUAL REPRESENTATION to the States, and not to represent the people directly.
The States Rights ship sailed w/the ascension of the Republicans post-Civil War. The Amendment/Article process would be immediately derailed by SCOTUS, the imprimatur of the statist agenda and the third leg of the political nexus in DC. Cold reality. The centralizers will never,ever cede power as it is the source of their status and wealth. It will have to be taken forcibly and a public example made of them. Suspect that many cringe and recoil reading these words yet this is the reality of history and believing otherwise is fantasy land.
This is what drives the frenzied animus toward Trump who is a threat to the status quo. Betting here is that if he is denied, whomever follows him will be much harsher, more forceful and adversarial, thereby inviting retaliation. In 1776, Tom Paine said "These are the times that try men's souls". While not their yet, we are well on the way.
I agree Thomas, The ship has sailed because of the three words in the toxic 14th amendment "NO STATE SHALL" Even though the 14th was only intended to give the freed slaves Citizenship and voting rights, it has been mis-used by both parties and SCOTUS for political purposes not the least of which is the Anchor Baby ruling.
