Every State has Sovereignty in how they preform their elections. However there is no such requirement on how they must verify the validity of each vote as far as I could find.
Therefore Oren Long has sent me an idea I want to share with you;
The first item was cleaning up the Registered Voter Rolls. His suggestion was to erase every voter roll after the results of this election were in, and make people report in person to be re-registered and receive a new voter registration card with a picture ID and a personal computer generated code on a chip and magnetic strip. The cards would be tied in with the birth and death records, and to postal service address records.
I would add to this suggestion that the issuance of these cards would be used at the entrance to the polling place and at the check in table to receive a paper ballot. This would allow for the votes to be automatically tabulated at the polling place and in the States Central Computer System.
Absentee ballots would be tabulated on a special separate machine designated for that specific purpose. That machine would automatically time stamp and give every ballot a computer generated random code to identify when the paper ballot was tabulated, and in case there were to be a recount it could be identified.
This would coincide with Oren's idea that ballots should be time stamped on the outer envelope when received, validated with a signature from opposing parties. The ballot itself, timestamped when it was opened again signed to validate by opposing parties. Timestamped again by the tabulating machine, when it was entered into the tabulating machine and the signatures of validation checked if it's needed for a recount.
Doing these things would assist the verification process and give a proper timeline. It would preserve the secret ballot, and still be able to identify each and every ballot as valid, the time it was received, and the time it was tabulated. Per Oren, suggestions could be written into any legislated amendments to the Census Law. They would then apply nationwide. Said legislation could mandate that States/Precincts that do not comply will have their vote tallies stricken from vote totals.
The only other thing that would be necessary is not allowing the return envelopes and the ballots to be destroyed for six months after the election was finalized and certified.
