FCC reclassifying the Internet as a telephone system!

Question: Could it be true that the FCC is reclassifying the Internet as a telephone company, which substantiates the fact that when Congress blocks the Obama administration from doing something, the White House always finds a way to get around the normal policy-making process and pursues its own agenda by other means, thereby going against the will of the American public-again?
