In the first two minutes of this video the presenter makes it clear that once two-thirds of the states request a convention to propose amendments Congress must call for the convention as mandated in Article V. He also maintains that the Congress has come dangerously close to having to call a convention, but that the number of states required has not yet been achieved. The issue is not whether or not a conventiion is a good or bad idea is not as relevent as the question regarding the number of states that have made the request. Opposition to the convention is based on the premise that there has been an insufficient number of states that have requested a convention. Another missrepresentation is that several states have rescinded their applications. There is nothing in Artilce V that permits states to rescind their applications. Wisconsin 1929
In 1929 Wisconsin called on Congress to perform their constitutional duty to call a convention, listing Alabama, Arkansas, California, Colorado, Delaware, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Michigan, Minnesota, Missouri, Montana, Nebraska, Nevada, New Jersey, New York, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington and Wisconsin as states having made an application for a convention. There were 48 states in 1929, so 32 applications would be required to call a convention. 35 states were named.
