So here's the plan: The federal government is informing all the flooded- out farmers and ranchers in the Missouri River Plains that the Navy Corps of Engineers will offer to buy their land. Here's the scheme: Intentionally flood massive amounts of acreage of highly productive farm land, destroy people's homes ,lives and communities, swoop in when they are at their most vulnerable, and buy their land cheap.
