N0 matter where you look, from East germany to communist Russia to Nazi Germany, historically governments that encourage their citizens to report on each other don't do it to enhance security but instead to create an authoritarian state that coerces the citizenry into policing each others behavior and thoughts.

The difference is in the intensity and direction that reporting takes. If you do see something that may be the precursor to an attack, by all means report it. Just don't fall into the trap that happens in Dictatorships where complaints of neighbors, or children being to taught to report on their parents complaints about official policy become the method that the All Powerful State uses to send people to retraining camps or Gulags. A good primer on this is the Movie Red Dawn.
