HAARP is the military's Pandora's Box. Among other things, it boils the ionosphere.

I'll go through it one more time, The H.A.A.R.P. High Altitude Atmospheric Research Program in conjunction with the ELF generators creates this phenomenon. It was found out when Russia was using a staccato burst signal it would create an extremely high pressure cell in the troposphere, and that affected the The jet stream. The other unit that affected it was the ELF generators when used in a similar way. The micro wave procedure is used to heat up extremely finely divided iron particles spread from high flying military planes into the stratosphere. There is another waveform that when used in sufficient strength can cause earthquakes when they are focused on fault lines in the Earth's crust. These are the same wave forms that are used in sub-surface Radio Topography. As to the actual mechanics of the devices used that is still classified but we do know that at present Five Countries have the required technology and suspect that about 7 other Countries have them also but that is not yet confirmed. Puts a whole new light on Al Gore's Global Warming Debacle doesn't it?
