Section 5 – Right to Bear Arms
Authorization to Bear Arms. No person shall have the right to bear arms except those authorized by law to do so under Section 4 of this Article.  The right to bear arms shall be strictly prohibited, except as authorized by Congress.
Arms for Sport and Entertainment.  The people shall have the right to bear arms for sport or entertainment exclusively under the supervision of Armories and Weapon Facilities as determined and established by Congress.
Manufacture and Distribution of Weapons. It shall be strictly prohibited for any person or entity to manufacture or distribute any weapon or any of its ammunition, of any kind, except as authorized by Congress for the sake of law enforcement, for the sake of the Military, or for the sake of personal sport as authorized by Congress.

Sounds like a warmed over Communist Manifesto to me. It is also strangely similar to what the English wanted to do to the colonists, and that was the final straw that triggered the Revolution.

Actually, I would modify Section 5 to this;

Section 5 – Right to Bear Arms 
Authorization to Bear Arms: Every person who has attained the age of Majority to vote (18yrs) shall have the right to bear arms except those who are Convicted Felons and are not authorized by law to have their privileges restored by the courts.  

The right to bear arms shall be strictly enforced, and furthermore the Federal Government and the States shall be enjoined and prohibited from passing any restrictions on any arms save for Explosive Anti-Personnel Devices, Offensive Missile Ordnance, Infernal Devices, High Energy Electromagnetic Pulse Generators, and Atomic Weaponry .
Arms for Sport and Entertainment and Self Protection:  The people shall have the right to bear arms for sport or entertainment and self protection exclusively under the supervision of State Laws concerning their training and safety of use as determined and established by the individual states. The States are enjoined and prohibited from making prohibitive laws that would infringe on these rights for citizens from other states visiting or moving into their state from another state. Constitutional OPEN CARRY is authorized in every State of the Union and it's Territories and Protectorates. The Castle Doctrine and Stand Your Ground Laws shall become the Law of the Land and observed by every State of the Union and within it's Territories and  Protectorates.

Manufacture and Distribution of Weapons: Weapons or Ammunition manufacturing shall be strictly monitored by the States they are manufactured within for quality of materials used, and safety of product reliability for any weapon or any of its ammunition, of any kind used for the sake of personal sport, self protection, Law Enforcement,and Military usages. This product monitoring is authorized by Congress and is to be enforced at the State level using universal reliability standards for the materials used in said manufacture..
