How to save over 50% of energy costs and make Cap&Trade and the FDA Irrelevant

Is America really serious about saving a trillion dollars a year on energy? There is a safe, simple, and cheap way to do it. It would positively affect everyone by lowering the consumers cost, and usage of electricity by about 50%. Collectively we spend over a trillion dollars a year on Commercial, Residential, and Food Processing Refrigeration. If there was a way to eliminate 98% of the refrigeration and still have safer food would you be interested? Everyone from the Processors through the Packers, the Transporters to the Retailers, and finally the End Users, can save energy and money. The process has been available since the 1950s but has never been adapted to the public because of special interest lobbying. The process I am talking about is the one process that can destroy all biological,viral, and bacterial contamination, of every food product except those like yogurt which need active cultures which it can't be used on. It would eliminate all food poisoning including botulisim, except for accidential or deliberate chemical poisonings.  It will take a comprehensive Federal and State set of laws to allow it. It would eliminate current chemical process like using ammonia to sterilize meats. It will definitely destroy the new mutant strains of E-Coli that are hurting us, cheaper that what we do now. The testing goes back to the 1950s and has preserved foods, even milk. The foods were left on unrefrigerated shelves and have been periodically tested for 50 years with no spoilage in unopened packages. The process I am talking about uses Gamma Radiation to kill everything in food and NOT make the end product Radioactive itself. It's actually simplier and safer than the Gamma Radiation used currently, to check out trucks coming into the USA at border crossings. If the Government is serious about doing something to reduce Carbon Emissions and lower Electricity usage in America while saving its citizens major expenses it will promote the process. Laws regulating the food industry usage of Gamma radiation in food processing are necessary. Eventually all foods will be sterilized at the packaging plant. Even fresh foods like vegetables etc., they can be washed, irradiated, in sealed packages for sale. The Gamma Radiation Sterilization process does not affect the taste, nutritional value, or texture of the food. There will be much less waste, reducing the necessity of filling garbage dumps with spoiled foods. The public can replace the expensive freezers and refrigerators with small compact coolers and ice makers to keep things like milk and leftovers cool until used.
