Unanimously Adopting Resolution 2253 (2015), Security-  United Nations and  Bipartisan Congressional Trade Priorities and Accountability Act of 2015 (TPA-2015) (CFR) Council on Foreign Relations.
Senate Finance Committee Chairman Orrin Hatch (R-Utah), Ranking Member Ron Wyden (D-Ore.) and House Ways and Means Chairman Paul Ryan (R-Wis.) introduced this legislation on April 16, 2015. The legislation allows the White House to continue pursuing trade deals such as the Trans Pacific Partnership (TPP) and Transatlantic Trade and Investment Partnership (T-TIP) and allows Congress to vote on the treaties.

Excerpt:

To establish congressional trade negotiating objectives and enhanced consultation requirements for trade negotiations, to provide for consideration of trade agreements, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, this Act may be cited as the ‘‘Bipartisan Congressional Trade Priorities and Accountability Act of 2015’’.

1 SEC. 2. TRADE NEGOTIATING OBJECTIVES.

(a) OVERALL TRADE NEGOTIATING OBJECTIVES.—

The overall trade negotiating objectives of the United 4 States for agreements subject to the provisions of section 5 3 are—

(1) to obtain more open, equitable, and reciprocal market access;

(2) to obtain the reduction or elimination of barriers and distortions that are directly related to trade and investment and that decrease market opportunities for United States exports or otherwise distort United States trade;

(3) to further strengthen the system of international trade and investment disciplines and procedures, including dispute settlement;

(4) to foster economic growth, raise living standards, enhance the competitiveness of the United States, promote full employment in the United States, and enhance the global economy;

(5) to ensure that trade and environmental policies are mutually supportive and to seek to protect and preserve the environment and enhance the international means of doing so, while optimizing the use of the world’s resources;

(6) to promote respect for worker rights and the rights of children consistent with core labor  standards of the ILO (as set out in section 11(7)) and an understanding of the relationship between trade and worker rights;

(7) to seek provisions in trade agreements under which parties to those agreements ensure that 6 they do not weaken or reduce the protections afforded in domestic environmental and labor laws as 8 an encouragement for trade;

(8) to ensure that trade agreements afford 10 small businesses equal access to international markets, equitable trade benefits, and expanded export market opportunities, and provide for the reduction or elimination of trade and investment barriers that disproportionately impact small businesses;

(9) to promote universal ratification and full compliance with ILO Convention No. 182 Concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labor;

(10) to ensure that trade agreements reflect and facilitate the increasingly interrelated, multi-sectoral nature of trade and investment activity;

(11) to ensure implementation of trade commitments and obligations by strengthening good governance, transparency, the effective operation of legal regimes and the rule of law of trading partners of the United States through capacity building and other appropriate means, which are important parts of the broader effort to create more open democratic societies and to promote respect for internationally recognized human rights;

(12) to recognize the growing significance of the Internet as a trading platform in international commerce; and

Some unprecedented news, folks. Never in the history of the United Nations has a U.S. President taken the chairmanship of the powerful UN Security Council. Perhaps it is because of what could arguably be a Constitutional prohibition against doing so. To wit: Section 9 of the Constitution says:
 
  No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.
 
Nonetheless, the rotating chairmanship of the council goes to the U.S. this month. The normal course of business would have U.S. Ambassador to the UN Susan Rice take the gavel. However, this time will be different. Constitution be damned, Barack Hussein Obama has decided to put HIMSELF in the drivers seat, and will preside over global nuclear non-proliferation and disarmament talks slated to begin September 24th. The Financial Times says:
 
  Barack Obama will cement the new co-operative relationship between the US and the United Nations this month when he becomes the first American president to chair its 15-member Security Council.
 
  The topic for the summit-level session of the council on September 24 is nuclear non-proliferation and nuclear disarmament - one of several global challenges that the US now wants to see addressed at a multinational level.
 
  UN officials also hope a climate change debate on September 22 will give fresh impetus to the search for a global climate deal at Copenhagen in December. There are also hopes a possible meeting between Benjamin Netanyahu, Israeli prime minister, and Mahmoud Abbas, Palestinian Authority president, that Mr. Obama would host, could lead to a breakthrough about a timetable for Middle East peace.

Philippe De Lombaerde is Associate Director at the UNU Institute on Comparative Regional Integration Studies (UNU-CRIS) in Bruges since 2008. He is also a Visiting Lecturer at the University of Maastricht since 2013 and at the College of Europe since 2005. Before joining UNU-CRIS, he worked as an Associate Professor of International Economics at the Universidad Nacional de Colombia in Bogotá, as a Researcher and Lecturer at the University of Antwerp, and as a Researcher at the National Institute of Development Administration in Bangkok, among other appointments. He has been a Visiting Lecturer at the UN University for Peace (San José), the Universidad de Los Andes (Bogotá), and the Prague School of Economics. He has been involved in policy research and consultancy projects for the governments of Belgium, Flanders, France, Colombia and Thailand, the UN, ILO, OECD, EDB, European Commission and EUROSTAT. Dr. De Lombaerde studied economics, econometrics, and political science at the universities of Ghent, Brussels, Antwerp and Aachen.

A 50 States Convention Program- Article V Constitution

What is needed is a consensus of opinion between all the groups that want to utilize what the founders gave us to counteract an overreaching government in a legal and bloodless way. i.e. Article V of the constitution. The main problem is one of hubris among the various groups that want this to come about. The groups are bound and determined to get it done their way and only their way instead of joining with each other and compromising on how to bring it about. That is how the current powers that be are winning out against our intentions. They are organized with a single voice and agenda, where we are scattered all over the spectrum. The various Tea Party groups and the various Convention of States groups are working toward an article V style convention, but are undermining each other for no less a reason than the ego's of the various groups leaders who want to be the one who successfully saved America.

Maybe I sound a little critical of the groups, but I have been in this fight since it began in 2009 and I have seen the original unity destroyed by a combination of progressive connivance and short-sightedness of the leaders of the different 5 major tea party groups. Each wanting to be the ultimate authority. That way lies defeat.

We need to unite in common purpose and work out a mutually acceptable plan of attack to do the things necessary to revert the Constitution back to it's original intent, and reintegrate the original checks and balances subsequent amendments have taken from the States and People, and have given to the Federal Government to use against the States and People.

AUSTIN (KXAN) — A political firestorm could soon spark across the nation, as Gov. Greg Abbott, R-Texas, calls for nine constitutional amendments to rein in the federal government.

His focus is on Article 5 of the U.S. Constitution, which involves amending the constitution. This could stem from any of a handful of topics for which he and other Lone Star Republicans have clashed with President Barack Obama’s administration in recent history: healthcare, abortion, refugees, illegal immigration, gay marriage, gun rights, EPS regulations – just to name a few.

Abbott offered the following constitutional amendments:

1. Prohibit Congress from regulating activity that occurs wholly within one State.
2. Require Congress to balance its budget.
3. Prohibit administrative agencies—and the unelected bureaucrats that staff them—from creating federal law.
4. Prohibit administrative agencies—and the unelected bureaucrats that staff them—from preempting state law.
5. Allow a two-thirds majority of the States to override a U.S. Supreme Court decision.
6. Require a seven-justice super-majority vote for U.S. Supreme Court decisions that invalidate a democratically enacted law.
7. Restore the balance of power between the federal and state governments by limiting the former to the powers expressly delegated to it in the Constitution.
8. Give state officials the power to sue in federal court when federal officials overstep their bounds.
9. Allow a two-thirds majority of the States to override a federal law or regulation.

Granted those are excellent ideas but the problem lies in the fact that for a COS the proposals must have the same wording and that wording must be presented by the required number of States. If a States petitioned for Article V amendment proposal convention is called the same applies to what the delegates submit to Congress for them to send out to be ratified.

In short, the many good ideas are cancelling out each other because too many want their ideas to be the ones to prevail instead of coming together with a comprehensive plan that would accomplish what needs to be done and proposed.

Example;

1. Repeal the 14th,16th,17th amendments. doing this strips the legal power away from the Federal Government and returns most of the constitution to it's original intent.

2. consolidate the different desires on Term Limits, Balanced Budget Provisions, Restrictions Against Legislating from the bench, Voiding ALL Federal Laws that restrict the Second Amendment, etc., and presenting them in Clear and easy to read proposals without Legalese that can be twisted by future despots.

3. It must be at the request of the States because if Congress calls a convention then the States and People don't have any say in what is proposed for amendments. Conversely when the States petition Congress for a convention then congress has no say in what is proposed. 

the question is; Do you really think congress would propose amendments that take away their stolen powers? AND, Who do you trust more with the future of the US, Congress full of professional Politicians, or the People themselves?

 Normal amendment procedure (Articles 153–156): the Parliament can amend the Constitution for minor issues with a two-thirds majority. This shall be done in three successive readings.

Tom Woods explains that States can nullify (invalidate) unconstitutional federal laws, even if they are endorsed by the Supreme Court.  In 2005, one State made a law that the federal government opposed and it went all the way to the Supreme Court. But this State simply ignored the Supreme Court edict because there was so much public support in favor of the State law.  Public opinion and support make it easier to resist federal tyranny.
